When we compare the current pre-retirement schemes in the EU Member States, a number of trends emerge: Pre-retirement ages The age at which workers become eligible for pre-retirement benefits varies from 55 to 63. Countries at the lower end of the spectrum are Ireland, Spain and Belgium 55 years ; while a country like the Netherlands has managed to extend the eligible age for some pre-retirement schemes to 63. Eligibility conditions The eligibility conditions also vary considerably from country to country. Denmark is the only country that requires a minimum contribution period to the scheme. Where benefits are paid from the UI fund, beneficiaries must be entitled to unemployment benefits, and or fulfil the other requirements for a regular old-age pension. Quite a few of the schemes have been set up by the social partners. Others were set up to deal with problems related to firms undergoing restructuring. Benefit levels Benefit levels are generally expressed as a certain percentage of former earnings or of unemployment insurance benefits. The level varies considerably, with countries like Spain and Luxembourg offering high replacement rates around 80% of former earnings ; and a country like Ireland offering a fairly low weekly benefit. Accumulation with earnings is generally not allowed, as the goal of these schemes is to enhance employment opportunities for youngsters on the labour market.
