My space-time perception was still muddled. My mental acuity had a dull edge. I was insensitive to impressions. INTRODUCTION Ginseng was designated as threatened in 1988 due to its decline at many sites and the continued threat posed by diggers who harvest the root for sale as a medicinal plant White, 1988 ; . Wild ginseng has been considered rare or threatened over much of its North American range for many years White, 1988 ; . Concerns over its declining populations led to the plant being declared an Appendix II species in 1973 under the Convention on International Trade in Endangered Species of Wild Fauna and Flora CITES ; . Appendix II species must be monitored to ensure that continued international trade does not threaten their existence. After the CITES agreement was signed, the Quebec government decided not to issue export permits for ginseng. The Ontario government issued export permits to comply with the CITES agreement but did not establish a formal monitoring program to determine the effect of the harvest on the population White, 1988 ; . The 1988 status report documented 25 extant sites several that consisted of two or three subpopulations ; of ginseng in Ontario and stated there were an additional 80 sites in the province that had been located or reconfirmed by other field botanists since 1964. Many of these 80 sites, however, may have disappeared before 1988 White, 1988 ; . Gagnon and Charron 1987 ; document 15 extant sites for Quebec and list a further 13 sites that had been located or reconfirmed after 1964. Although the average size of the populations documented in the status report is about 100 plants, most populations found consist of only one or a few plants White, 1988 ; . When the status report was written, the main threats to ginseng were considered to be harvest, and habitat degradation from clearing, logging, and grazing cattle White, 1988 ; . Since the status report was written, a considerable amount of information has been generated on different aspects of the biology of ginseng Charron, 1989; Charron and Gagnon, 1991; Nantel, et al., 1996 ; . Extensive field studies have been undertaken in Quebec from 1994 to 1998 Nault, et al., 1997 ; and in Ontario in 1997 Nault, et al., 1998 ; . The cultivation of ginseng has also expanded tremendously Clark and Kort, 1996 ; . This report evaluates the status of the species in regards to the new information available and to the changes observed. DISTRIBUTION Ginseng occurs in the United States from New England and Minnesota south to Louisiana and Georgia. In Canada, it occurs in southwestern Quebec and southern Ontario. It is considered to be rare or uncommon in most of its North American range Nault, 1997 ; . Since 1988, 11 known populations were lost in Ontario Tables 1, 2 ; , and 35 new populations are reported based on site information recorded in the confidential Appendix 1 [22 new sites inventoried in Ontario as listed in Table 2 ; and 13 additional sites recorded with collection dates in Appendix 1 that may still be extant]. The geographic range within Ontario Figure 1 ; , however, is essentially unchanged from that shown in the status report. A significant sampling effort has been undertaken in Quebec since 1994 Nault, et al., 1997 ; . Of the 59 ginseng locations studied in Quebec, ten populations have been extirpated Table 3 ; . The loss of two peripheral populations reduces the species distribution range by more than 100 km at its north-eastern limit Figure 2.

S E C major issue in transfer pricing is the CCRA's ability to use information so-called secret comparables ; disclosed by one taxpayer to form all or part of a basis of assessment against another taxpayer who is unconnected to the disclosing taxpayer. For present purposes, a secret comparable may be defined as follows: information known to the CCRA about taxpayer X, including X's name, industry, and transfer prices actually paid or payable, that is used by the CCRA in part or in whole to form the basis of a transfer-pricing assessment against an unconnected taxpayer Y.8 More generally, if the CCRA compares X's prices to Y's prices and finds, on the basis of that comparison, that Y's prices do not appear to be an arm's-length amount, then the CCRA has used a secret comparable. It will be noted that this definition is not restricted to the actual transfer prices used by X but includes X's name and industry. The fact that X has paid per widget and Y has paid is not in itself a basis for assessing Y or allowing Y to defend itself against the assessment. Y must know who X is and in what circumstances X paid . Was X a startup giving its customers a discount to achieve market penetration? Did X have economies of scale not available to Y? Was X charging.

I also suggest that Catholic social thought can benefit from the research of those working in the asset development field. For example, while the Church has long supported the importance of property ownership for everyone, including the poor, it has consistently failed to identify the implications for property acquisition of its otherwise largely cogent critique of socioeconomic structures. Instead, it has frequently embraced the widely held view that the best way for the poor to accumulate assets is through paid employment. While the latter is undoubtedly necessary, it is clearly not sufficient. Research generated by those working in the asset development field, therefore, can enhance the Church's appreciation of the complexities of the diverse array of relationships that facilitate asset ownership in a modern economy. Using Max Weber's and Ernst Troeltsch's definition we mean by 'secularization' the historical process of emancipation of modern culture from its Christian origin and bonds. This ongoing process might be bewildering to theologians, coming from other continents and cultures as for instance Africa, but also to North Americans. At the same time, through the rise of Islam inside Europe via immigration mainly ; religion has become a widely debated topic. Even if the reasons for that debate are primarily on the one hand terrorism and its threats to both individual human rights and the existence of well ordered, democratic societies, and on the other hand religious and cultural tensions within pluralistic societies that sometimes become violent, religion is not confined to private space anymore as the solution of the religious wars and conflicts in the 17th and 18th century in Europe prescribes ; . At the same time general awareness grows that religion is not 'retreating' nor is the power of 'reason' growing. Religion has its own domain in late modernity; even more: there is talk of `postsecular societies' and a `return of the religious'. In this paper we will, first, present a thesis on this relation between secularization, the awareness of the religious and deep pluralism. Secondly, we will present a short overview of different more or less philosophical models that were and are used also within moral theology to cope with a actual 'deep pluralism' of convictions and lines of thought with a moral impact: the model of discourse in 'ideal speech situations', the model of 'reflective equilibrium' and the model of 'overlapping consensus', and we are going to explain the tendency to 'solve' problems with a moral and religious background by means of the law. Thirdly, and this will be our main point, we will present the proposal of using the model of plausibility in stead of a type of reasoning, based on principles and on logical implication. The model of plausibility implies: 1. the idea of `translation' of what is seen and recognized as morally important from one moral stance to another; 2. an ongoing but reframed claim of universality of normative speaking; 3. self congruence of speaking and acting, of `the moral talk and the walk', which has a certain prereflective ; power of plausibility in itself.
