Moreover, special products included in the SIDPs continued to represent 40% of all tariff lines. There were major difficulties in the implementation of the industrial programming plans formulated by the central bureaucracy due to major disagreements between the advanced members Chile and Colombia ; and the rest. Due to problems in implementation of the liberalization scheme and industrialization plans, intraregional trade only increased from 2 to 4% of total trade in the 1970s. The implementation of the common external tariff was also delayed. At end-1970, the members decided that the external tariff could not be below the transitory minimum external tariff TMET ; , which varied between 0-120 per cent, and was 40% on average. The TMET was not only high, but many products were excluded or had a separate treatment under the industrial development plans or the list of non-fabricated products by the region. As the TMET was a minimum, the average external tariff varied from 54% Bolivia ; to 172% Chile ; . In 1976, the TMET was reduced to an average of 29% with a maximum of 110% ; . The common external tariff was not adopted until 1983 for Colombia, Peru and Venezuela, and 1989 for Bolivia and Ecuador, in part due to the debt crisis of that decade.
